The Demise of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are issued from different nations. Considerable effort is allocated on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: several firings deployed against a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, persist.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership functions according to a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
